Getting down on one knee is a European cultural tradition. In medieval Europe, knights and vassals knelt before lords as a gesture of homage, submission, and service, and that same symbolic language also became associated with courtly love. Over time, especially as European courtship became more romanticized and formalized in the 18th and 19th centuries, kneeling became part of the marriage-proposal ritual we recognize today.
