I get him. It’s a lot earlier (at least for me) to understand a language rather than speak it. I’ve had both German and Spanish classes and I can understand both wayyy better than I can speak it. A lot of it comes down to different sentence structures and remember exact pronunciation. It’s hard for me to remember some words but then I hear them and immediately know what it means
