We Indian don't want starlink. We don't want to spend money on internet. We are using internet for very low cost since decades. I have seen price rate of internet in many countries. Compare to that Indian Internet connection is far better.

With submarine cables, the US can only roughly estimate the location of a person in a certain area. With Starlink, they can pinpoint the exact coordinates.
