According to the Panamanian government’s initial damage assessment, reported by EFE on October 10, nearly all of Panama’s drinking-water treatment plants sustained some structural damage. The Federico Guardia Conte treatment plant in Chilibre, which supplies Panama City, was operating at just 20% capacity.
