You're firing blind, they have no chance to dodge. The only thing that matters is whether or not you're targeting them. You have to blindly guess where they are, which is just impossible to keep fair from metagaming if an ally is engaging them in melee.

Well... both are shooting random at each other at that point... so it just removes the needed time. nobody has an advantage.

Worth noting that you can’t target someone unless you can see them. So you have to know where they are in the fog cloud in the first place. Aka guess what square they’re in, then make the attack roll. Also because of the adv and disadvantage their attack roll is essentially locked to flat, so like a barbarian can’t benefit from reckless attack and rogues can’t get sneak attack reliably. Though the rules do not explain this well at all

if only there was an edition where combat wasn't dumbed down or ridiculous...hmm...

it does feel kinda weird, yeah. But i'd explain this at my tables as people who mastered the bow and arrow use their other senses to pin point an approximate location. Often in real life when shooting a moving target you don't shoot where the target is when you see it, you attempt to predict where the target will be in the moment the arrow makes impact.

But you don't know where the enemy is. You know where they were and you're hoping they're still there and not crouching or leaning in a different direction than you last saw.

So, the part that you’re ignoring is that *they* can’t see you either. If you’re the only one who can’t see, for whatever reason, then only disadvantage applies.

Wrong. You wouldn't know where the enemy is.

Don't forget that it flattens out any other form of advantage or disadvantage. And you'll not get sneak attack because you have disadvantage.

you also can't target them with a lot of spells or make opportunity attacks. You can give yourself advantage by taking the Blind Fighting Feat, or be a dwarf
