If he was with a carer then the carer needs to be sacked instantly cause quite clearly he or she was not watching the person! Most likely face in their phone as ive seen this many times before where carers dont do their jobs when out in public 😡 They better not harm that Tiger

Might be an idea to use a leash for some types of humans so incidents can be avoided. It's only fair. Humans have forced leashes and muzzles on dogs to control them. Humans are the danger and this is a perfect example. I hope that lovely innocent Tiger is ok.
