I think I would consider it rude if they stayed with me, but made no plans with me. Like they were hanging out with other friends and only asked me for somewhere to sleep.

Are they visiting your city, or are they coming to visit you? Because there’s a difference. I absolutely don’t mind friends coming to stay with me and enjoy my city. However, I do find it a little strange when someone stays in your home but makes no effort to actually spend time with you. I think those expectations need to be communicated upfront. We experienced this once with a couple who stayed with us. They would leave in the morning, come back just to nap and change clothes, head out again, and return late in the evening. We barely saw them the entire visit! To me, that’s rude. There’s a difference between visiting friends and simply using someone’s home as a free hotel.
