The residents say they bought the land legally from the council and have all the necessary documents. One resident, Rejoice Nheya, said they are shocked because they trusted the council when buying the stands. Another resident said even army officers were previously told they could buy stands there. Gutu RDC chief executive officer Alexander Mutembwa confirmed the problem and said the council is discussing the issue with army leaders. However, a senior army official said the land has belonged to the military since colonial times and that the army is not responsible for the sales.
