That’s why there’s minimus, and since the ILS was relatively inaccurate that was then indeed not a CatI/II/II but a standard ils/loc, you should have gone around at 400 feet since you set up the wrong app for the condition. And at the minimus for the airport which you didn’t set up and once you saw the rwy lights you were already around 100 feet past the minimus
