A newly proposed congressional bill would permanently bar large-scale AI computing hubs from all federally owned and managed lands nationwide — and give already-operating facilities just 30 days to begin shutting down and removing their infrastructure entirely. Rep. Rashida Tlaib introduced the No AI Data Centers on Federal Lands Act, officially designated H.R. 9939, on July 23, 2026. If enacted, the law would prohibit qualifying AI data centers and their full supporting power and network infrastructure from operating on any land under U.S. federal government control. The ban applies broadly, extending beyond public parks and forests to include military bases and all other federal property. Unlike most regulatory proposals that grandfather in existing operations, this legislation takes a hard line on facilities already built on federal land. Within 30 days of the bill becoming law, federal agencies would be required to halt all affected data center projects and start removing equipment and structures. All sites would then have to undergo full environmental cleanup and land restoration in compliance with federal environmental protection laws. Supporters argue federal lands are held in public trust for conservation and public use, not to be repurposed into industrial computing zones that consume enormous amounts of electricity and water. They frame the ban as a common-sense step to protect public assets from the heavy resource footprint of AI expansion. For all its bold terms, the measure is still in its earliest legislative stages. It has only been formally introduced and referred to the House Committee on Natural Resources for initial review. It faces a long, uncertain path through committee votes, floor debate, and both chambers of Congress before it could ever reach a president’s desk. Even so, it already stands as one of the strongest federal proposals to date aimed at reining in AI’s rapid, resource-heavy national expansion.
