It’s a Creek Man Dog, I’ve seen them a few times in the Cherokee Rez. If you are driving and they lock eyes with you they are warning you something bad is coming in your future, if they are looking past you or not at you they aren’t warning you. That’s what I’ve always been taught. They’re just a type of skeely that warns, they’re not dangerous.

OMG! I saw one driving home to Phoenix after camping near Heber AZ. We almost hit it crossing the road at night! The size of a medium dog with a human-like face full of rage & hate! I'll never forget it

Iirc in the story of crater lake there were two brothers who were like Gods and one was beloved and the other wasn’t, so the other brother killed the beloved one and tricked the lake creatures into eating him until he threw in the head and they realized and left it and it became the island in the lake. Aside from that I’m not sure who this fella is but I’m glad I haven’t seen him
