he doesn’t know because he doesn’t have a way to enter without the person with the key. things are not always a yes or no. i personally believe him. it’s why he hesitated about not being offered a third option to come back and pay when he can. he just, can’t come back forever. i get the frustration and how many would concoct/manufacture this scheme but i don’t think this is the guy.
