We had a limited reinforcement budget, and the challenge was to use it efficiently. We failed miserably. Not everyone even joined the assault on Cyberstan, and that wasn't just Bugdivers. We ignored the option to glass planets twice, moved the DSS forward instead, and ended up wasting millions of reinforcements defending those planets while slowing our advance. We also split our forces between Aurora Bay and Merak, wasting even more reinforcements on the Jet Brigade factories. And when we finally reached Cyberstan, players spread across multiple megacities instead of focusing on one. So no, Arrowhead didn't force us to lose. The community made terrible strategic decisions. Though to be fair, the game does an awful job of communicating the information needed to coordinate properly.

Before yall start blaming bugdivers again, they only lost roughly 10% of the reinforcenent budget, they werent even close to what yall make them out to be. Only time bugdivers were a problem was during Super Earth

General Deficiency :
I'd say players mainly lost because the devs decided to make the reinforcement counter apply to everyone regardless of front instead of only applying to the bot front
