when it comes to the hand brake you don't need to press it when you about to drive,you just press your brakes and select a gear and press your accelerator it will disengage it's self automatically

a retarder is usually connected or fitted on the gearbox or prop shaft, engine brake is totally a different system includes Jake's,valve & exhaust works on engine control
