On the public lands that surround Mount Shasta in California, a sense of lawlessness was growing: cars stripped at trailheads; roads blocked by armed civilians; a greater disregard for rules. Then two federal biologists were kidnapped, Joshua Partlow reports. In July, Joseph Charles Henrichsen and his son, Phoenix, allegedly orchestrated the kidnapping of two Forest Service biologists who had arrived at Gumboot Lake to survey a local species of frogs. (They have pleaded not guilty to the resulting criminal charges.) Less than a week later, Partlow drove out to the reopened campground at Gumboot Lake. One camper told Partlow the campsite was a place to “drop in with the land, drop in with each other,” and “just be super present.” Most visitors to Forest Service land tend to be peaceable campers. “But the last 10 percent of them are pretty sad,” Gabriel Howe, the executive director of the Siskiyou Mountain Club, a group that maintains trails and campgrounds in the region near Gumboot Lake, told Partlow. “People living out there, people manufacturing drugs and all sorts of nasty stuff.” “Policing a remote forest is unlike any other job in law enforcement,” Partlow writes. The Shasta-Trinity National Forest spans more than 3,000 square miles. The Forest Service has been perennially under-resourced, and around Gumboot Lake, the number of law officers on patrol has dramatically dropped in recent years.
