Why is a ref from Manchester whose family are known season ticket holders at City actually reffing a team from Manchester. A ref from Liverpool was banned from reffing either Liverpool and Everton games

Dont get how a Manchester born ref keeps getting put on game involving the Manchester clubs. Especially the very first game after City were finally charged for being cheats and shock horror, the game was decided by terrible officiating... Used to be the best league in the world, now its a joke to football.
