For those who don't know, these are Tokyoko Kids—often dressed in Jirai Kei styles and such. (The style itself is known to being a physical way of often being mentally ill/struggling with mental health). These are often kids (mostly teens) who have ran away from their homes. Most of the time it's due to abuse or neglect, or maybe even being kicked out. They often live on the streets or when they do find money, hotels and such. Most of the time they're put on drugs and often do sex work. :(
