Electrical engineer here. That’s not how it works… the wall has around 240 volts ac in the wall. But your phone can only handle around 5-8 dc volts. So the plug only gives around 5-8 dc volts which is no where near to the amount to make your muscle tense up. Or even cause a burn. You’ll just feel a tiny tickle

It's not the wire, it's the charging brick. A working brick safely converts wall electricity into a low-voltage output for your phone. But if it's faulty and allows mains voltage to reach the charging cable, it can cause a potentially deadly electric shock.
