We have to remember that Tommy not only sustained the obvious mental trauma from everything that happened, but Abby also shot him in the head - brain damage/head trauma can cause serious personality shifts, morality shifts, anger issues, etc. It isn’t entirely Tommy’s fault that he’s so different at the end of the game. I truly believe it’s due to the head trauma, because he was set on getting Dina back to Jackson and even told Ellie she’d have to be okay with leaving Abby alive. He was okay with it until the brain injury. The point of the game is that trauma, revenge, and loss isn’t pretty and can make you into someone you never wanted to be
