The other portion of this I often see not being talked about it is this- Steve knew, yes, but during TWS he’s just finding out Bucky is alive and spends the entire movie learning the secrets of shield and their plans. Not only is his entire arc there to STOP shield from having the helipads (even before he knew about hydra) but simultaneously he’s fighting the urge to not kill his friend, one of the only people from his past the entire movie. In the end, we know Bucky pulls him out. The next time this topic is even broached is in CW. Realistically when was cap supposed to tell Tony? What difference would it have made if he told him during the events of ultron, or not? Everyone knew who the winter soldier was, but nobody would or could find him. Why did it take Tony finding out that the mind controlled version of Bucky killed his parents for him to realize he might want to kill this guy. Yk, the one that the governments aren’t looking for lol. Regardless the events of civil war then take place, and once again, we only find out Bucky is alive or around after ZEMO bombs and kills tchaka, not even Bucky himself. From the time that cap finds Bucky, until Tony finds out about buckys parents, cap and Tony have very limited interactions, of which cap is spending the entire time trying to convince Tony that Bucky wasn’t behind the attacks, which had cap told him the truth then and there, Tony would have probably gone after Bucky, (breaking the accords anyways lol) and letting zemo not only live, but also release even more mind controlled super soldiers (stronger than Bucky) to the public. There was never a good time for cap to tell tony, because no matter when or where he had said something it would’ve resulted in arguably worsening the whole situation. And again, tony wanting to kill Bucky goes against the entire accords that he fought for all movie.
