La Enchilada in Bismarck is the best Mexican food you'll get in town. They have the chips you're talking about. Their food is phenomenal. The service has gone a little downhill since their best server is no longer there. Second best is A Little Taste of Mexico. Great food and service. Charras is third on my list.

They do a decent job but Lacaretta down by the mall is absolute FIRE. Most authentic Mexican place in town.
