As a manager: No is a perfectly valid reason all on its own. I do practice reciprocity though. You cover something that puts me in a bind then I got you. You don't then... "Can I swap my off days? I forgot to request a day off for *whatever*..." No. It's a perfectly valid answer all by itself.
