Every November, when Tokyo's top private elementary schools administer entrance exams to five-year-olds, nearly all parents attend dressed in the same navy suit, although no school has officially mandated it. Nakano Madoka, a former Nikkei reporter, took her son to a kindergarten entrance exam in a gray outfit and a sweatshirt for him after ascertaining that there was no stated dress code. All the other mothers, she found, were "navy without exception." Her son got in anyway. The article quotes a kindergarten principal saying, "No child has a reason to fail, but there's a quota, so we have to invent criteria", such as turning away families that live too far away. Awareness has done nothing to dissipate the tradition. A working mother attended an information session in a white blouse and a friend told her, half joking, "In the exam, nothing but navy counts as a color." Another woman was advised by her exam prep school to call her husband "master" in the interview and let him answer questions first, even though she had done nearly all the preparation. A clothing retailer acknowledges that black is not prohibited but that if you wear it, "you might stand out unnecessarily." The circular reasoning behind navy's dominance is that everyone else is wearing it. The parent who breaks ranks gets a nickname: Swimmy, the name of the only black fish in a picture book studied by Japanese schoolchildren. One father noticed the contrast between the schools' Web pages, which say that they will nurture "each child's individuality," and the uniformity of the parents in the examination hall. He decided to wear a Uniqlo polo shirt rather than a suit, and both his children got into their first-choice schools. The polo was navy. Once conformity on the color has been met, the competition shifts to subtler variations on it. A purchaser at the Isetan department store said that when mothers bought their own outfit and the child's outfit separately, they often found that the navy of the two did not exactly match, and one manufacturer now makes the child's dress out of the same piece of cloth as the mother's suit. VERY magazine told its readers, "Because everyone wears dark navy, the difference is the quality of the cloth." One mother who spent around ¥2.5 million ($17,000) on preparation was rejected by all seven schools to which she applied. "For the first time, my husband and I took to our beds from shock," she wrote. Her child "didn't care about the result at all." Keio's primary school says that it hopes to see the applicants "as they naturally are." What shows up are navy suits, with parents already ranking each other by the shade of navy they have chosen.
