@new_england_unfiltered: Connecticut gives businesses tax breaks to encourage investment, create jobs and strengthen the economy. But how much money is the state giving up, and what are residents actually getting in return? We examined state financial reports, economic development records and independent audits. THE $10.3 BILLION QUESTION According to Connecticut’s Office of Fiscal Analysis, the state is expected to give up approximately $10.3 BILLION in potential tax revenue during fiscal year 2026 through tax exemptions, deductions and credits. Not all of this benefits corporations. The total includes tax breaks for ordinary residents, including exemptions on certain purchases. However, businesses also receive substantial benefits through programs designed to encourage hiring, construction and economic growth. These benefits can include paying less in taxes, receiving refunds or having certain taxes eliminated altogether. WHICH COMPANIES BENEFIT? State records identify major companies, including FedEx, Amazon, Bridgewater Associates, Charter Communications and Indeed, as participants in economic development tax incentive programs. Under these programs, companies can qualify for millions in tax credits by meeting requirements such as investing money or maintaining certain employment levels. But being approved for a tax break doesn’t necessarily mean a company received the entire amount. $176.8 MILLION FOR FILM AND TELEVISION In FY2025, Connecticut issued approximately $176.8 million in film production and infrastructure tax credits. These credits reward qualifying spending on movies, television productions and production facilities. The problem? The state’s economic development agency acknowledged it did not have actual job-creation data tied to those production credits. Instead, it relied on economic models to estimate employment benefits. That means projected jobs should not be confused with verified jobs. WHAT ABOUT OVERSIGHT? In August 2026, state auditors reported that three of 13 recommendations concerning oversight of media tax credits remained unimplemented. One outstanding issue involved the state’s procedures for matching tax credits issued to businesses with credits actually claimed against taxes. This finding does not prove fraud or improper payments. It identifies a weakness in how the state verifies these benefits. SO, WHAT ARE TAXPAYERS GETTING? Connecticut reports positive estimated economic returns from several incentive programs. Some companies have documented investments, employment gains and compliance with their agreements. But the public still needs clearer answers: * How much did each company actually receive in tax benefits? * How many jobs were promised, and how many were verified? * Did businesses meet their agreements? * How much additional tax revenue did these programs generate? * What happens when companies fail to deliver? A company investing millions in Connecticut can benefit the economy. But investment figures, estimated economic activity and actual tax revenue are not interchangeable. THE BOTTOM LINE Tax incentives aren’t automatically wasteful, and they aren’t automatically successful. The public should be able to see what companies received, what they promised and what they delivered. Because when Connecticut gives businesses financial incentives, taxpayers deserve a clear accounting of the results.
