Cambodia Notifies Thailand, UN of Compulsory Conciliation Over Overlapping Maritime Claims PHNOM PENH--Prime Minister Hun Manet on June 2 announced that the government has formally notified Thailand and United Nations Secretary-General António Guterres of Cambodia's decision to initiate compulsory conciliation under the United Nations Convention on the Law of the Sea (UNCLOS). In a seven-minute pre-recorded speech, Hun Manet said opportunities for both sides to resolve the overlapping maritime claims through bilateral negotiations had been exhausted, particularly following Thailand's unilateral termination of the 2001 Memorandum of Understanding (MoU) governing negotiations on the issue. As a result, he said, compulsory conciliation had become the most viable option for resolving the dispute. While reaffirming Cambodia's commitment to addressing the issue peacefully and in accordance with international law, the prime minister stressed that the move does not signal a departure from bilateral engagement and should not be viewed as an escalation.
