@new_england_unfiltered: A 17-year-old girl spent seven months at Connecticut’s Solnit Children’s Center in Middletown. Her clinicians determined she was ready for discharge. A probate judge agreed she no longer met the legal criteria for confinement and ordered her released. There was just one problem. The Department of Children and Families had nowhere appropriate to send her. According to attorney Josh Michtom of the Center for Children’s Advocacy, the teenager subsequently spent time in an emergency foster home, DCF offices and hospital emergency departments. She reportedly went without education or therapy while waiting for placement. After an emergency appeal to the Connecticut Supreme Court, DCF found a residential placement. It lasted three days before she returned to an emergency department. The investigation also revealed troubling conditions at Solnit. Independent monitors reported that 48% of registered nursing positions were vacant in September. They continued documenting environmental hazards, staffing shortages and delayed repairs. State lawmakers have demanded corrective plans. Meanwhile, a legislative committee created to oversee DCF has not yet met, and its recommendations aren’t due for another 14 months. WHY WE’RE WATCHING: A court determined this child shouldn’t remain hospitalized. The state responsible for her welfare still couldn’t provide an appropriate place to live. Governor Ned Lamont acknowledges serious problems. Officials cite shortages of suitable placements and increasingly complex behavioral health needs. Those explanations don’t change the teenager’s circumstances. Connecticut has managed to create a system where children can be too well to remain hospitalized and still have nowhere safe to go. #ConnecticutNews #DCF #ChildWelfare #MentalHealthCare #GovernmentAccountability

Why is this the ER’s problem to figure out? Sounds like DCF should figure out placement prior to discharge

A lot of parents can’t manage those behaviors and leave them at the hospital. It seems like they can’t place her because of her behaviors which is unfortunate

This is what happens when you push good nurses out for big business profits. DCF is no better. Our systems are broken.

Former DCF worker here. This is unfortunate but happens often. The circumstance is usually that there isn’t an available next of kin to place the child, group homes are filled, parents aren’t presently able to take the child, and/or foster placement is taking time to be set up. The child won’t stay in the emergency room and the hospital can bill the state for the department to provide for the medical care, which will likely get the department to hurry up with finding safe and sustainable placement. Hope the kid had a positive outcome!!

Oh this place is a nightmare. I’ve been in positions where they said they were releasing her and told me to bring the kid to a shelter. A homeless shelter, because they had nowhere to “put her”.

Had a 16 year old family member in a similar situation. Had to take her in otherwise she would have ended up in a group home. Solnit wouldn’t release her for 6 months. It was a nightmare.

15 years in some capacity in the field. Direct care worker, RN, Administrative. This is considered the norm in adolescent psych in New England unfortunately (CT, MA, VT). It is disgusting. I tried to move up the ladder to make a difference but it has been like pissing in the wind for years

When pt is cleared for discharge, and DCF refuses to pick her up, the hospital should issue financial responsibility to the department. The hospital can stop billing insurance for her stay and bill DCF instead. Additionally, some hospitals require that DCF/DSS provide 24/7 care to their "ED holds" while hospitalized.

As a business owner in KY that serves adults either disabilities and mental health diagnoses, this happens to numerous individuals every single day in our state alone. It is a real pandemic and we need to make real systemic changes.
