Then on 12 October, in rebel-held Goma, the mask fell. Joseph Kabila launched a new political-military coalition to replace the AFC/M23 alliance fighting the Congolese army in the east. It's called the Front pour la Refondation de la Nation, and Kabila heads it himself. His deputies are M23's own leaders: Corneille Nangaa, Bertrand Bisimwa, Freddy Kaniki and Sultani Makenga. A man who ruled Congo for 18 years now sits at the top table with the people whose war has emptied villages across North and South Kivu. This didn't come from nowhere. A UN Group of Experts report found that Kabila had been visiting M23-held territory since May 2025 and meeting its leadership. The same experts named James Kabarebe, a senior defence adviser to Rwanda's Paul Kagame, as the man coordinating with both M23 and Kabila. In April, the United States sanctioned him for supporting M23. A Congolese military court had already sentenced him to death in absentia for treason, war crimes and crimes against humanity.
