20? Years ago my mum went to prison for about a year for benefit fraud and she told me the amount of people that would commit crimes especially petty ones just to be placed in jail was quite high because you had everything provided for you-a bed, a meal, people to talk to, roof over your head, shower etc. She said several of the people were actually homeless and just tired of living on the streets so they would rather live in Jail than out on the streets. That was 20 years ago where things weren't even that bad-I'm honestly not surprised jails are filled because laws changed to where people in jail have to be treated humanly so there's no real deterrent
