Look closely at the stairs. If the cat were going up, he’d be stepping on the pattern, if he’s going down, he steps on the smooth part. It makes more sense for him to step on the smooth part, so he’s going down

its up bcs firstly cat should balance itself by making a little zig-zag move when go downstairs, instead the cat keeps straight itself. secondly there's no way the background behind the cat supposed to be the ceilling, its supposed to be the floor for make any sense. Thirdly, look at the gradation of the stairs, it supposed to be on the stairs to avoid any slippery not be at the side part of the ladder to avoid any stumblement.
