Lol I spoke with Chinese people about this, they have very similar thing is regions, and they all "Id rather pay a damn fine..." It's very effective and not financially punishing.

going through a red on a bike is a personal safety issue. in a car, that is a public safety issue. hence I believe this is a perfect response since I'm sure they could have chosen the fine if they wanted
