My theory: Billy is the client on the phone. Billy not sure about White Vision because Billy saw White Vision fight with his father before in the hex. But now Billy can feel his father in White Vision body. Also Billy accidentally connects with Ultron when he try to get in White Vision head to find his father. Maybe Ultron uses Billy to free him by saying he is Vision and he got trapped in White Vision body. Only Billy magic can go in Vision head, no one can hack it, right? Also from distance Billy follows Tommy and try to help Tommy remember who he is. That’s why we see Billy secretly walk around Tommy in Ep1 and 2.
