You may dislike it or like it but it's simply just harking back to the classic fanservice combo outfit of serafuku and sukumizu. This isn't Hoyo's first rodeo with this kind of skins. Best example would be Bronya's swimsuit skin for her Valkyrie Chariotbattlesuit.

They didn’t want to change the model it seems so they just clothes over it. That might be one of the reasons why to make the cheapest skin possible, even Sevarian didn’t get any updates to his NPC skin. I’m pretty sure they wanted to give them skins without doing much work on them. I won’t be paying but I do want Phoenix

if im not mistaken. It's based off of a Japanese outfit that's supposed to be a sailor suit mixed with a swimsuit. I don't really care for it. I don't plan on pulling her anyway.

I agree that a skirt would look good but some people don’t like that idea what would have been good is that you take her original outfit weird looking skirt that doesn’t cover infront but covers the surrounding and make it themed like that skin it would been good for people who want skirt and people who don’t want the skirt perfectly balanced in my opinion

it’s because they must make a new physic for her skin exclusively, which is cost more so they just choose a skin where it fit the original model the most
