pulled permits in 5 different counties and neither one is correct. Had to have a 8-10 inch slab of concrete UNDER the post

Always Tar the sides to just above where the concrete is and leave the bottom uncoated.

Unless you do something to the pressure treated post it will rot. The post will draw moisture out of the ground and concrete.
