Each guest paid $9, making a total of $27 paid by the group ($9 \times 3). Out of that $27, $25 went to the room and $2 went to the bellhop's pocket. The mistake happens when the puzzle adds the bellhop’s $2 to the $27 ($27 + $2 = $29). You shouldn't add the bellhop's tip because it is already included in the $27 the guests spent. Instead, if you add the $3 refunded back to the guests to the $27 they paid, you get the original $30 ($27 + $3 = $30).
