On 20 June 1898 the American cruiser Charleston fired on Guam, and the Spanish on the island took it for a salute. The United States had been at war with Spain since 21 April. Captain Henry Glass was escorting 3 troop transports to Manila, with sealed orders from the Secretary of the Navy, John D. Long, to stop at the Spanish island of Guam on the way and "use such force as may be necessary to capture the port." The Charleston arrived off the port of San Luis d'Apra at 8:30 am. Glass reported firing "a few shots" from his secondary battery at Fort Santa Cruz to see whether it was occupied; later accounts give 10 or 13. Nothing answered. The fort had been abandoned. A boat came out under the Spanish flag with the captain of the port, García Gutiérrez, and the health officer, Dr José Romero. Their last news, from Manila, was dated 14 April, a week before the war began. Glass told them they were prisoners and sent them ashore on parole. According to the Navy's 1917 handbook on Guam, on the road back from Piti they met an artillery lieutenant whose men were dragging 2 small field pieces to the harbour to answer the salute, and told him no salute was necessary. Spanish law did not allow the governor, Juan Marina Vega, to board a foreign warship, so he asked Glass to meet him ashore. At 8:30 the next morning Lieutenant William Braunersreuther landed with a written demand for surrender and orders to wait no more than half an hour. The governor gave in. He, his officers and the Spanish soldiers, 54 by later accounts, were taken to the transports as prisoners of war; the Chamorro militia handed in their arms and went home. At 2:45 pm Glass raised the American flag over Fort Santa Cruz, and the Charleston fired a salute of 21 guns. In his report he noted that the only guns left on the island were 4 small cast iron pieces at Agana, once used for salutes and condemned as unsafe even for that.
