As a former foster care case manager, this won't be the last time she does this. if she has other grandchildren, check their credit reports too. you need to go to the SSA and lock your daughter's ss# so this can't happen again. and we checked the kid's credit reports 2x per year. parents do this ALL THE TIME. She'll never repay it... and she should have consequences for that.

If your daughter has a ssn put a password on it - have your mil sign a promissory note to repay the full amount by a certain date - include interest - this was you can either sue her or press charges when she fails to pay
