I visited the Polish border with Kaliningrad, one of Russia's most heavily militarized territories, to explore a question: Do Europeans understand how Russia can threaten their security without launching an attack? Electronic interference linked to Kaliningrad has disrupted satellite navigation, affecting civilian aviation, shipping, and everyday services. This is where hybrid warfare becomes important. A few things worth adding: Russia's information operations are not simply about presenting a different political opinion. Russian media operate under severe state restrictions, and independent reporting on the war can carry serious criminal penalties. NATO is not ignoring hybrid threats. It already coordinates intelligence sharing, resilience measures, and responses with its members. The EU and national governments also have important responsibilities. The bigger question is about public understanding. When people experience disruptions but cannot see or understand the institutional response, could that create a gap between recognizing a threat and trusting that it is being addressed? Collective security isn't always a military response. And democratic communication isn't about convincing people their governments are right. It's about explaining risks, decisions, and responsibilities so citizens can judge for themselves.
