It was all so very sad, especially for Chuuya. He was so close to meeting his family but he chose not to approach them. A lot of variable played into that. First he probably saw that they have moved on and he didn’t want to disturb their peace. Second, he knew the mafia will not let him go and coming back just for his family to see him like that will not do anyone good. The mafia might even use them as a leverage the same way they threatened the Sheep to keep Chuuya on a leash. Third, he was psychologically damaged and scared from what happened with Verlaine (killing every single one of his loved ones) and might have avoided them because he didn’t want to endanger them. It’s like everything worked together to keep Chuuya away from what he truly wanted, which is his family.
