Don't conflate a publicly owned pouch transport system with public transport. The "public" in public transport does not mean "government owned"; it means that the public has access to it (whether or not at a fee). What Kenya once had was government owned public transport and competitive private owned public transport (aka matatu). Now all Kenya has is privately owned public transport.
