@channelnewsasia: Eight public officers have been referred to the police over property transactions near then-unannounced MRT stations. Commentator Han Fook Kwang noted that the issue surfaced only after a US-based research group reported that civil servants were disproportionately represented among buyers of properties near such future MRT stations. While no wrongdoing has been established, does this point to gaps in the civil service’s safeguards? Lawyer Marshall Lim says no system can completely prevent the misuse of confidential information, as overly stringent safeguards could come at an unfair cost to other civil servants. What matters is whether the penalties in place are strong enough to deter others from breaking the rules. For more on the discussion, watch the Deep Dive podcast. #DeepDivePodcast #singapore #sgnews

What he is describing is the standard conflict of interest declaration in many organisations. It can be enforced and staff should be required to declare such purchases to their organisations.

same with buying shares, no insider trading allowed. the willingness to enforce rules matters more. once public trust is lost, no one trust the system any more

@nicholas chin:I think it's not about strictness it's about ethics. what do you mean strictness? it is a very clear binary or circumstances are correct you don't benefit from the information that you have. you don't allow people around you to benefit from the information you have. you don't allow people who benefit from the information that you have exclusive to yourself to allow them the Goodwill to flow back to you. and the formula is that you bracket it layer it you don't allow the people around you to benefit from the information you have bracket and then you give it a exponent to end number of layers and end number of orders. in the end it is very clear you don't benefit from effectively insider knowledge against the market and the five other people or fair opportunity to occupy the social mobility letter in the society. anything that tries to frame of sort of spectrum of strictness is an attempt to move along the grease lines.

They just need to set a rule that they are not allowed to buy within 1 km of the projects they work on. Otherwise, whatever gains will be taxed at 50% upon selling.

CNA better be careful who they invite. the guest can reveal himself to have self interest or his master's with this platform. the dentist episode showed how one guest readily condemns Johor dentists in order to scare monger customers. CNA should have challenged of such guests least they appear to be working hand in glove with them to perpetuate lies

alamak, if the public officers buy those properties for own stay and not for investment/speculation, then let it go la. there are thousands of public officers involved in govt projects and have access to privileged information, and so far only 8 are found to have questionable purchases, that means we do not have a serious issue in terms of integrity amongst public officers. the "capital gains" from these purchases collectively probably don't amount to more than the pay increase our speaker of Parliament gets this year 😅
