The institution is the United Nations. UNRWA is the United Nations Relief and Works Agency for Palestine Refugees in the Near East. In 2024 it fed, sheltered and treated the entire population of Gaza. Between October 2023 and the end of 2024, 263 of its staff were killed. Israel's parliament banned it.
