It might sound callous, but there should be signs that say “if you jump in willingly we will not kill the animal to save you, and we will not put zoo keepers or the animal in unnecessary danger to save you”…. Those animals should have just as much protection from people.

I’m sorry but surely the fence is more to keep the tiger in than keep people out. If you go to a drive through safari park you could just get out of your car next to the lions if you want to. Point is if anyone really wants to get in they will but you really have to want to. There is only so much the parks can do.
