Top to bottom, the Premier League is the best in the world. The problem is that many of the big clubs are struggling at the moment and now with City in trouble, there is a vacuum at the top aside from Arsenal. That means that the truly big spenders might not be attractiv for the absolute top players, allowing the top of other leagues to catch up and build.

The PL is the most competitive and high quality league by a mile. Every Barcelona and Bayern Munich fixture ends in a demolition job. If PSG didn't rotate their squad every week it would be the same in Ligue 1. The only decent Serie A side got stuffed 5-0 in the UCL Final. The average level of PL teams is much higher than in other leagues. However, the ceiling is lower. Right now only Man City and Arsenal can reliably compete with the top European sides and both of them are still below Barcelona, PSG and probably Bayern. We have 2 of the Top 5 European teams. Whether we have "the best league" depends on what metrics you use. Strongest teams? PL. Best fans? Bundesliga. Single best team? La Liga or Ligue 1. But a league is defined by the teams on the pitch so imo the PL wins.
