Abū Ziyād al-Hanbalī :
In Kitāb Fitnat al-Takfīr of S͟hayk͟h Al Albānī (رحمه الله), with the commentary of S͟hayk͟h Ibn ʿUthaymīn and S͟hayk͟h Ibn Bāz, page 25, it states: The honorable S͟hayk͟h Ibn ʿUthaymīn replied to a question from a questioner: Accordingly, by our interpretation of this verse as mentioned, we rule that ruling by other than what Allāh has revealed is not kufr that expels one from the fold of Islam , but it is practical kufr, because the ruler by that has gone out of the correct path. There is no distinction in that between the man who takes a man-made law from others and applies it in his country, and the one who originates a law and sets this man-made law.
