What Davao built: The Davao City Bulk Water Supply Project is a ₱13.3-billion public-private partnership between the Davao City Water District (DCWD) and Apo Agua. It draws surface water from the Tamugan River in Calinan, treats it, then supplies bulk water to DCWD’s network. That gives the city a second major source alongside groundwater, which DCWD can draw on when river supply dips. The facility began operating in December 2023. PIA reports a committed supply of 300 million liters per day; during a low-flow period in April, river supply reportedly fell to 233 million liters per day, and groundwater helped cover the gap without affecting customer supply. The project also lets DCWD rest and recharge aquifers, reducing pressure to over-pump them. The Davao project is city-scale water infrastructure, distinct from the household bucket-and-filter kits. It supports customers connected to DCWD’s distribution system; it does not mean every household in Davao is automatically covered. So, personal conservation helps, while resilient supply also depends on public infrastructure and planning.
