Uganda can tame indiscipline in public service by introducing a focused Ombudsman—not another empire, but a swift, independent referee. First, pass a clear Ombudsman Act or strengthen the IGG with a specialised unit. Define its role: handle simple cases—lateness, absenteeism, rudeness, delays, minor abuse—within 7–14 days through warnings, mediation, or supervisor referrals. Serious corruption goes to IGG, police, courts. Independence is key: transparent appointment, fixed term, removal only by Parliament. Fund it well, decentralise offices, protect whistleblowers, and educate citizens via radio and local languages. Report quarterly to Parliament. Coordinate with existing bodies to avoid duplication. Review after three years. Result: faster discipline, less impunity, better services, and public trust. Keep it simple: one law, real independence, clear timelines, adequate money, visible results. This is the simple, workable path. Uganda deserves it. Start now.
