Surface contamination probably from silicone. a lot of products like dash shine contain silicone if that in the air or on your cloths and falls on the pannel it gives you the exact reaction you are heaving there. or you use a cloth thats been used before then pannel wipe will transfer whats on the cloth to the pannel not the cracking you discribe most likely the old pain is a cellulose paint. when you prime over it or base cote over it that causes the cracking reaction that will need sanding back to the base and apply 3m bar cote first. this creates a battier and prevents reaction sorry it is going to be a lot of work to put rite but will be worth it

Dave when you paint use a spray overall and do not wear any parfum deodorant or aftershave bc all these things have silicone inside them and they will fly trough the air and go inside your paint creating fish eyes

You would need a high strength degreaser. Just flat it back with 800/1000 and lacquer again
