I can tell you exactly what happened. Someone embezzled money and now they are trying to cover up with these bills. And when they get audited for a loss, they will point to these bills that were never paid. The department isn’t missing money, it just has people who haven’t paid. Corrupt machine at its best, they just never thought it would blow up in their face.

They crooks. They have standard charges for these buildings whether there’s usage or not. They just didn’t know the buildings were vacant. People’s gas and Com ed also. I would turn my heat off while I’m at work, 300 dollars for a 2 bedroom and I’m not even there.
