It wasn't that HCM didn't want to copy the Soviet or Chinese model, he simply couldn't. That was the byproduct of a remarkably diverse and dynamic political landscape in pre-1954 Vietnam, which made any purely top-down, "rational" reform nearly impossible to pull off. On top of that, his standing took a massive hit after the land reform campaign. And even within the North Vietnamese communist ranks back then, the leadership was anything but a monolith, split across deeply divided factions.

Education in North VN after 1954 was also impressive. As my family said, the program adapted from Soviet was much more difficult than now, but kids still have time to play sports, hang out with friends and do housework. Of course, I only consider case of urban middle class children in Hanoi who were independent but still being raised in good conditions, not the poor one from countryside.
