Since it was stated that conq haki is born with, it's heavily implied that all you need to do is to have the mentality, and Sanji didn't have it, he had the qualities but lacked the will. That's why Ace didn't reach his potential despite being born with conq's haki, had the same struggles as Sanji but a different and more tragic outcome.
